The honest answer is that the best time depends entirely on what you want the trip to be. Spring, from April to early June, is when the cities are at their most accessible, the countryside is at its best, and the coast is open without the peak season crowds. September and October give you the same accessibility with the added dimension of harvest season, truffle season, and a food calendar that does not exist at any other time of year.
Summer works well for the coast, the islands, and the lakes, but requires more careful planning around the crowds. Winter is underrated for cities, particularly for couples who want the Uffizi, the Vatican Museums, and the major cultural sites without the August version of themselves.
